WASHINGTON — FBI Director Chris Wray bluntly labeled the January riot at the U.S. Capitol as "domestic terrorism" Tuesday and warned of a rapidly growing threat of homegrown violent extremism that law enforcement is scrambling to confront through thousands of investigations.
